Protection City Council Minutes 7-16-26

PRESENT 

Mayor:  Chris Brosius; Council: Bryce Hazen, Dwayne Thronesbery, Tyler Woolfolk; City Hall: Shirley Norton, Jennifer Monroe

ABSENT: Council: Phillip Sawyers, AJ ZImmerman; Police: Devon Duffield; Public Works: Chris Snyder, Danny Shaw.

NOTE: Meeting is a continuation of last week’s Council Meeting in order to discuss 2027 budget and other items tabled until more than three (3) members of council were able to attend.

July 16, 2026 regular meeting called to order at 7:30pm.

Visitors and Public Comment: 

Jonathan and Mikaela Webster regarding FunFest 2026 (Friday, August 28 thru Sunday, August 30).

• Discussed current plans for along with concerns especially for the Saturday evening “Glow Street Dance”:  How best to block off part of Broadway Avenue, along with people consuming alcohol beverages.

Childcare:

Opening soon; waiting on State inspection.

Conference call with City Attorney regarding resolution for property located at 107 W. Main Street.

Approved Resolution 2026-2 regarding Unsafe/Dangerous Structure.  Hearing set before Council on September 9, 2026 at 6:30pm.

Agreed to September 9, 2026 meeting as follows:

• 6:30 pm (hearing on property at 107 W. Main Street)

• 7:00 pm (RNR and Budget hearing)

• 7:30 pm (regular Council meeting) 

2027 BUDGET:

Review and discussion of 2027 Budget prepared for City by auditor Adams Brown, Great Bend.  City is looking to purchase and do work on several items over the next year.

• Public Works is working with Council on list of surplus equipment that can be sold due to it not being used much or not at all.

• New meters that will automatically transfer data to billing system.  Will not only save manually reading meters each month, but will also catch leaks quicker which will save water.  Have several companies working on estimates.

• Chip and seal on streets.  There is some existing budget to do this work, with Council reviewing costs and most cost-effective way to proceed.

• Teardown and removal of several buildings around town.

• Water and sewer repairs and upgrades.  Wish to keep rates as low as possible and continue to apply for grants to cover costs.  However, when applying for water/sewer grants; rates are one of the items that are focused on to ensure municipalities are trying to help themselves by having rates at reasonable values (and not asking for grant money to cover short-falls).

Motion made to exceed RNR (Revenue Neutral Rate) by 1 Mill along with changes to water and sewer rates.
