MINUTES OF BOCC
SPECIAL MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Friday, June 26, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Wednesday, June 24, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:02 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary and Keith Siragusa. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Steve Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
McClure moved to approve Resolution 2026-135 – SAG Grant Application – Sheriff Dept. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. Under Sheriff Siragusa indicated approval and signature by chairman was needed to move forward the SAG application. The contract will be received next for Board approval and signatures for FY 26-27.
Fredrick moved to approve Resolution 2026-113- Cintas Settlement Agreement Receipt of Funds – 03, 02, County Clerk. Stinson seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. Settlement Agreement is from a Class Action settlement involving certain public agencies that purchased from Cintas through cooperative purchasing agreements between 2012 and 2024. Settlement was approved last year, and eligible organizations received payments based on their purchasing activity during that timeframe.
Stinson moved to approve moving forward with clean up and tearing down the church as soon as possible. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. Clerk has left a message with third party company, Precision Testing Laboratories, Inc. to schedule removal of tiles in the church. 811 locate will be contacted to do another line location and DEQ will need to be contacted when ready for demolition. Everything will be below the $25,000 bid limit. The church is no longer for sale, and the goal is to have everything completed before school starts in August, 2026.
McClure stated 01 – cleaning up and working on equipment. The district has sold around $4000 worth of smashed culverts and scrap steel.
Fredrick stated 02 – currently have three families stranded due to the recent rain. They have two rail car tanks ordered to help get them across the road. Working on road closings from the rain.
Stinson stated 03 – met with Department of Mines regarding Redhill. They are required to notify everyone when doing an inspection. It had nothing to do with 03, but commissioner did let them know their legal uescription was incorrect. Stinson also spoke with a farmer regarding tube replacement on Kremlin blacktop and confirmed that it would not produce increased waterflow when replaced with new tubes that have been approved by CED.
New business: Fredrick moved to approve Resolution 2026-136: Donation – Kahaco Family Farms LLC – $1300 (02). McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
At 9:23 a.m. McClure moved to adjourn. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye: Motion carried.
