Grant County: Commission Minutes 2-13-26

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Tuesday, February 17, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, February 13, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary, Penny Huff, Linda Garcia, Samantha Grinstead, Gary Bowen, and Mike O’Brien. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well. 

Steve Stinson said a prayer and McClure led the flag salute. 

Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

Mccaleb discussed Assistant District Attorney notified Grant County that if Med Ops agreements have been approved by the City and by the Board, then it is ok to proceed with payments of purchase orders. Invoices received to date are included with today’s purchase orders for approval. Fredrick moved to approve payment of Med Ops purchase orders. McClure seconded. Mike O’Brien with Farmer’s Grain discussed that currently the county districts are receiving a five cent discount at the pumps on all products. As of last week, they are now receiving a seven cent discount on all products. This will be a yearly savings for the county of approximately $2800. 00.

No action on OPEH&W Open Enrollment Planning 2026-2027. Board has decided not to schedule a Catapult Health Clinic for Grant County but to have members complete the at-home kit to receive the i?51J discount towards their deductible. 

No action on discussion on resolution for protesting and recording meetings. 

No action on discussion county providing COL training for employees. 

McClure moved to table discussion on signs / decals for Courthouse regarding new Firearms Policy. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure stated 01 – Normal business. Grading, hauling rock and shale 

Fredrick stated 02 – A grader from Lamont is in the shop for repairs. Finishing a CED grant project. They have finished, for all 3 districts, millings in school parking lots. The schools have thanked the County. 

Stinson stated 03 – Hauling rock from new quarry. Business as usual. Attending CED8 meeting on Wednesday. 

New Business: Stinson reminded that County Officials up for election this year need to file April 1, 2,3, 2026. This is same time as ACCO Spring Conference.
