ORDINANCE NUMBER 2026-001
AN ORDINANCE OPTING OUT OF THE OKLAHOMA TOWN MEETING ACT: REQUIRING ELECTIONS AND INITIATIVE AND REFERENDUM QUESTIONS TO BE DECIDED ONLY THROUGH ELECTIONS CONDUCTED BY THE COUNTY ELECTION BOARD; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF RENFROW, OKLAHOMA:
SECTION 1. Pursuant to 11 O.S., Section 16-302, the Town of Renfrow hereby declares that it shall not be governed by the Oklahoma Town Meeting Act as a means of electing its officers and deciding initiative and referendum questions. The Town of Renfrow shall hereby elect its officers and decide initiative and referendum questions through elections conducted by the Grant County Election Board pursuant to 11 O.S., Section 16-101 et seq.
SECTION 2. EFFECTIVE DATE. The effective date of this Ordinance shall be the October 20, 2026.
SECTION 3. SUNSET AND REPEALER. All ordinances or parts thereof which are inconsistent with this ordinance are hereby repealed. This Ordinance shall stand repealed and of no further force or effect as of 12:01 a.m. on February 10, 2027 without further action of the Board of Trustees of the Town of Renfrow, Oklahoma.
SECTION 4. SEVERABILITY. If any one or more of the sections, sentences, clauses or parts of this ordinance, chapter or section shall for any reason be held invalid, the invalidity of such section, clause or part shall not affect or prejudice in any way the applicability and validity of any other provision of this ordinance. It is hereby declared to be the intention of the Board of Trustees of the Town of Renfrow that this section of the Town of Renfrow Municipal Code would have been adopted had such unconstitutional, illegal, or invalid sentence, clause, section, or part thereof not been included herein.
Section 5. CODIFICATION. This ordinance shall be codified as a part of the Town of Renfrow Municipal Code.
Section 6. EMERGENCY. It being immediately necessary for the preservation of the public peace, health, and safety that the Town of Renfrow establish clear and effective procedures governing the conduct of town elections, including the opting out of elections as authorized by law, in order to avoid confusion, administrative uncertainty, and potential disruption of municipal governance; therefore, an emergency is hereby declared to exist, by reason whereof this Ordinance shall take effect and be in full force immediately upon its passage and approval.
