MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, September 14, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, September 11, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:01 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act.
Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Huff led those present in the Lord’s Prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
McClure moved to approve Transfer of Appropriations. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried.

No action on Grant County Road Use Agreement primary haul route changes (D 1)
Stinson moved to approve ETR application and contract. McClure seconded. Stinson -aye; McClure -aye; Fredrick -aye; Motion carried.
Stinson moved to approve a 41 % local contribution of $122,461.60 for FY27 NODA REAP Grant
Application for elevator modernization. McClure seconded. Stinson -aye; McClure -aye; Fredrick -aye; Motion carried. Grant County will receive the maximum number of points allotted for the local
contribution section of the application.
Stinson moved to approve payroll to be submitted to the County Clerk’s office by the first of the month
“’rid to t:1e l reasurer’s office by the 6th of the month. McClure seconded. Stinson -aye; McClure -aye; Fredrick -aye; Motion carried. Clerk’s office will review the remaining payroll meetings for 2026 and
adjust as necessary. Payroll meetings for 2027 will be scheduled accordingly.
McClure stated 01-The District is hauling dirt to the old church demolition site today and grading. They are grading and fixing signs, mowing, and normal maintenance.
Fredrick stated 02 -The District is hauling rock to a new home built North of town. Mowing and grading.
Stinson stated 03 -The District is mowing and hauling rock. Working on project on Hwy 81 and Craig Road, west. There are 2-3 miles that had drainage issues. Stinson will meet to discuss a Remedy
Health Clinic for Grant County. Individuals would pay a monthly membership to receive care instead of going to an Urgent Care Facility.
No new business.
