Grant County: Commission Minutes 8-5-26

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Wednesday, August 5, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Tuesday, August 4th, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:01 a.m. After roll call, a quorum was acknowledged. Present were ·Steve Stinson, Keith McClure, and Craig Fredrick. Also, Kerstin Orcutt as Secretary, and Penny Huff. Teieconferencing was enabled to comply with the Open Meetings Act. 

Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as _well. 

Stinson said a prayer and McClure led the flag salute. 

Orcutt acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

McClure moved to approve Transfer of Appropriations. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure moved to approve Blanket Purchase Orders. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

Item D – NO ACTION 

Fredrick moved to approve minutes from the 08.03.2026 Regular BOCC Meeting. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Fredrick moved to Acknowledge Jail Report for July, 2026. McClure seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

Stinson spoke about needing clear transparency with the lnterlocal agreement between Woods County ancl Cit’.’•Of :’Jledford. Stinson stated that he would stop by Tommy Humphries (District Attorney) office to see if he could get a better understanding of the lnterlocal Agreement. McClure stated that no lnterlocal Agreement should override the 522 Ambulance Board. Penny Huff suggested that maybe speaking with Jason Jump Medford Patriot Star to do a section in the paper about the Board 522 and to allow the people of Grant County to see all transparency. Stinson stated that could be done after he understands the I nterlocal Agreement. 

McClure moved to approve Monthly Officer’s Report for July, 2026 to be disbursed in August, 2026 Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Fredrick Moved to approve Regular Payroll for Officer/Employees for July, 2026 for disbursement in August, 2026. McClure Seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

Fredrick Moved to approve Statutory Travel for Elected Officials for July, 2026 for disbursement in August, 2026. McClure Seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Stinson moved to approve Monthly Mortgage Tax & Certification Fee for July 2026 for disbursement in August, 2026 – $230.00. Fredrick Seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Fredrick moved to approve Alcoholic Beverage Tax for July, 2026 for disbursement in August, 2026 –

$13,656.33. McClure Seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

McClure moved to approve Motor Vehicle Tax for July, 2026 for disbursement in August, 2026 – $600.15. FredricK Seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure stated D1- Grading, mowing, normal maintenance, and hauling clay to Ball Field. 

Fredrick stated D2 – 2 Mowers back up and running. Several Culverts replaced. Rock and Shale put on roads. Grading Roads. 

Stinson stated D3 – Co Rd 920 project working road. Working on Road behind the Grasshopper Mower. Hauling rock and shale. Stinson will be attending the OPEH&W Meeting on Thursday August 6th, 2026 

Orcutt explained that Nash Fire Department bid# 2026-03 would more than likely go out for a rebid on the Cab and Chassis. Stinson stated that they would need to figure out what they want to bid on. If it is the Cab and Chassis, then they will need to bid. Unless it is on the Statewide Bid List. Orcutt noted that she would get more information about what they are wanting to do. 

At 9:46 a.m. Fredrick moved to adjourn. McClure seconded. Stinson – aye; McClure – aye; Fredrick-aye: Motion carried.
