ORDINANCE NO. 960
AN ORDINANCE AMENDING SECTION 14-202 OF THE CITY CODE OF THE CITY OF MEDICINE LODGE REGULATING PARKING WITHIN THE CITY LIMITS OF THE CITY OF MEDICINE LODGE, KANSAS.
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF MEDICINE LODGE, KANSAS, THAT SECTION 14-202 OF THE CITY CODE BY AMENDED AND REPLACED WITH THE FOLLOWING TEXT:
ARTICLE 2. Local Traffic Regulations
14-202. Parking; trailers on public streets. (a) There shall be no center parking on any street, avenue or alley, within the city, except for commercial loading or unloading on Main Street in the business district. (b) There shall be no parking of any motor vehicle in, or in front of any driveway, either in the business or residential district. (c) No parking of any truck, automobile, tractor, machines or other motor vehicle shall be allowed for more than 14 hours, except those vehicles grounded over Sunday or holidays and except those vehicles designated by the state laws of Kansas. (d) Attached and unattached trailers.
1. Definition. For purposes of this section, “trailer” means any non-motorized vehicle designed to be towed by a motorized vehicle, including but not limited to utility trailers, cargo trailers, work trailers, flatbed trailers, travel trailers, and similar equipment.
2. Unattached trailers prohibited. No trailer of any kind shall be parked or left unattended while unattached to a motorized vehicle on any public street or public right-of-way.
3. Exceptions by city permission. An unattached trailer may be permitted on a public street or right-of-way only when verbal or written permission has been granted by the City Administrator, Chief of Police, or their designee, and only for the following purposes:
a. Activities related to a community or city-sponsored event;
b. Demolition, construction, or public or private improvement projects requiring the placement of a work trailer; or
c. Temporary loading or unloading operations when it is determined by the city
that leaving the trailer attached to a motorized vehicle would cause unnecessary
traffic congestion or create a safety hazard.
Permission granted under this subsection may include conditions relating to location,
duration, and public safety.
4. Time limits for attached trailers.
No trailer, when attached to a motorized vehicle, shall be parked on any public street or
right-of-way for a period exceeding seventy-two (72) consecutive hours.
5. Location restrictions.
Any trailer parked on a public street or right-of-way, whether attached or permitted under
subsection (3), shall:
a. Be located no nearer than one hundred (100) feet from the intersecting curb lines of
any street intersection; and
b. Not be located so as to obstruct or obscure the view of drivers approaching or entering
an intersection, driveway, or roadway.
6. Continuous parking prohibited.
A trailer shall be considered continuously parked if it is moved and returned to the same
street, block, or a location within close proximity for the purpose of avoiding the seventytwo
(72) hour limitation. Moving a trailer solely to reset the permitted parking period is
prohibited.
7. Enforcement and penalties.
Any violation of this section shall constitute a municipal offense and shall be enforced by
the city. Each day a violation continues shall constitute a separate offense. The city may
require removal of a trailer found to be in violation of this section when necessary to
protect public safety or ensure compliance.
This ordinance shall take effect from and after its passage and publication in the official city
newspaper as approved by law.
