MINUTES OF BOCC REGULAR MEETING 

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, November 24, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, November 21, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Rachelle Mccaleb and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well. 

Stinson said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

McCaleb acknowledged corrections to the following line items amounts: e) corrected amount should be $3,367.70 h) corrected amount should be $3,296.31

Stinson moved to approve Transfer of Appropriations. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

Stinson moved to approve Blanket Purchase Orders. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve Notice to Bidder, Bid #13-2025: Six Month Material Bid for January 1, 2026 – June 30, 2026. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

Discussion County EMS Response Areas – Commissioner Stinson discussed Pond Creek possibly wanting to donate their equipment (ambulances) to the 522 Board. The Asst. District Attorney noted they would be able to do this and advised not to lease. Stinson also discussed that the BOCC would need to determine boundaries and decide if they want to declare Grant County a 522 District. He will find out if this supersedes anything, including the City of Medford. McClure has been reviewi:,g response time logs. Stinson believes BOCC will need to have a hearing but will get confirmation. If hearing is required, City of Medford, ESA, 522 Board, and public should be made aware so that they can attend. No action taken at this time. 

Discussion Town of Lamont demolition lien letter – County Treasurer followed up on letter sent to municipalities in September, 2025, regarding delinquencies of taxes and mowing and demotion liens. The Town of Lamont’s legal representative responded to this letter, as it pertains to a specific property in the Town of Lamont. County Clerk’s office/ BOCC did not receive. Th_e town of Lamont has demolished a taxpayer’s property (2 Lots) with abatement costing $8790 and is requesting that the County Treasurer accept their Certified Statement. The lots have assessed $53/each. The Town of Lamont would like this to be put on the Tax Roll. The County Treasurer indicated the r.irop’:!r-ty owner is current on his property taxes. According to statute, property owner should have been notified before demotion (address shown that the Town of Lamont mailed to is not the correct address noted on the tax roll), a notice should have been posted, and a hearing conducted. If the County Treasurer and City Clerk agree they cannot collect, they can dismiss the lien. The County Treasurer has reached out to Benjamin Bowers, Asst. District Attorney and is waiting for response. She is not aware of any deadline to put this on the tax roll. Treasurer has been advised by the BOCC to wait and to direct any further questions or information from attorneys to the Asst. District Attorney. 

McClure stated D1 – Waiting out the rain and doing preventative maintenance. 

Stinson stated D3 – hauling rock today. They will be short on employees until the end of the year due to the holidays. 

Fredrick stated D2 – moving rock and shale. Clearing out tall grass.
