Grant County: Commission Minutes 4-28-25

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, April 28, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, April 11, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Duane Thompson, Penny Huff and Rachelle D. McCaleb as Secretary. Lacy Reimer arrived at 9:21am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. No comments from the public.

Duane Thompson discussed the upkeep of the Courthouse lawn and flowerbeds. He is very passionate about the community and it looking good. He would like to mow, edge and do weed eating, take care of flowerbeds, and trim trees. He does not have the proper equipment, so he would need to use what the county has available. He would be able to work on Tuesday, Thursday, or Saturdays. Mr. Thompson discussed with the Board if parts were needed and making sure gas was available at all times. Stinson included that in the past it took him approximately four hours to complete the mowing. The Commissioners have agreed to allow Mr. Thompson to do the mowing once and get back with them to discuss further pricing. At this time, a blanket PO has been requested for $1,000.00.

Stinson moved to approve Transfer of Appropriations. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure moved to approve Blanket Purchase Orders. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

At 9:30am Stinson moved to go to item (g) – Opening of Bid #2025-05 and Bid #2025-06. Fredrick seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to Approve and Award Bid #2025-05 Grant County Free Fair Board-Water Line Project for $4,725.00 and Bid #2025-06 Grant County Free Fair Board – Materials and Labor for Drainage Project for a $14,655.00 to SWC Plumbing. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

At 9:33am Stinson moved to go to item (d). McClure seconded. Fredrick- aye; Stinson – aye; McClure- aye; Motion carried.

Stinson moved to approve Purchase Orders and Travel Claim. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Fredrick moved to approve Permit #5-2025 – Kay Electric – 02) Electric·Line. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McCaleb discussed preventative maintenance with Slater Mechanical and the list  of repairs needed that were justified on their first visit. McCaleb inquired about what the process is to approve repairs. McClure moved to approve a $2,000.00 limit on repairs. Fredrick seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. If the repairs are an emergency, McCaleb is to call and discuss with Chair.

Stinson moved to approve designation of requisitioning office – Keith McClure – Emergency Services Association. Fredrick seconded. Fredrick – aye; Stinson – aye; McClure- aye; Motion carried.

McClure discussed District 1 is hauling shale and grading roads. On April 30th he is taking the team to Autry Tech for training g on underground utilities. They are working on normal maintenance.

Stinson discussed District 3 is grading rock roads. They had to retrieve a few tubes from ditches after the rain. They are hauling rock to the yard and doing things around the shop. He will attend the ACCO legislation committee meeting on Wednesday.

Fredrick discussed District 2 had several reports of collapsed culverts after the rain so tubes have been ordered. They are doing some maintenance at the shop. Almost complete with Osage project.

New Business:

McCaleb discussed she will sit in on a webinar on May 5th@ 11:00am regarding Opiod Funding.

McCaleb also discussed Oklahoma State Taxes reconciliation for 4th Quarter, 2024. These are for payroll taxes that have been withheld from the employee’s payroll, but the previous clerk did not go online to make the monthly payments. Total amount due is $18,833.00.

Stinson moved to approve the payment of $18,833.00 for State Taxes for 4th Quarter, 2024. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

At 10:04 a.m. McClure moved to adjourn. Stinson seconded. Fredrick – aye; Stinson – aye; McClure
