MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Wednesday, May 6, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Tuesday, May 5, 2026, prior to 9:00 am. in accordance with Title 25, §301- 314 O.S.
Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Sti:ison, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary, Penny Huff, Robin Herod, Adrienne Hembree, and Keith Siragusa entered at 9:08 a.m. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Steve Stinson said a prayer and McClure led the flag salute.
Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
McClure moved to approve Transfer of Appropriations. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Monthly Appropriations. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Fredrick moved to approve minutes from 05.04.2026 BOCC Regular Meeting. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Officer’s Monthly Report for April, 2026 (County Clerk, District Attorney, Election Board, Court Clerk, County Treasurer, County Sheriff, County Assessor, Health Department) – All Subject to Audit. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Regular Payroll for Officers/ Employees for April, 2026 for disbursement in May, 2026. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Fredrick moved to approve Statutory Travel for Elected Officials for April, 2026 for disbursement in May, 2026. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Fredrick moved to approve Monthly Mortgage Tax & Certification Fee for April, 2026 for disbursement in May, 2026 – $240.00. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Allocation of Alcoholic Beverage Tax for April, 2026 for disbursement in
May, 2026 – $15,331.97. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Fredrick moved to approve Allocation of Motor Vehicle Tax for April, 2026 for disbursement in May, 2026 –
$1,763.35. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Discussion of Sheriffs Department water bill – Stinson believes City of Medford is reconciling and water is a solid revenue for them. Undersheriff Siragusa has provided the Board with information regarding costs the county is incurring that the City of Medford and Pond Creek also use. Commissioners would like to look into creating an interlocal agreement with the municipalities regarding costs for housing prisoners and an agreement to split the cost for providing OLET services. Quit Claim Deed dated February 9, 1909 was reviewed for information regarding the sale of All of Block Ten in the Town of Medford, in the sum of one dollar, to the County from the Town of Medford. The easement on the property is something that can be reviewed for further discussion.
Fredrick moved to approve payment to the City of Medford for Sheriff Department water bill for $522.75. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Resolution 2026-45. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. Interest from ARPA funds, $989.43 will be transferred from the ARPA account to General – Contingency. Transfer to go through next BOCC meeting.
No action taken on discussion of 03 use of deductible fund for damages incurred from storm.
