The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, March 9, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, March 6, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:01 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle Mccaleb as Secretary, Penny Huff, and Steve Linehan. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Steve Stinson said a prayer and McClure led the flag salute.
Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. St9.ve Linehan with Kirkham Michael discussed they are a full service engineering firm specializing in
Road Use Agreements. Kirkham Michael helps develop agreements that are zero cost to the county. Agreements pertain to the developers maintaining roads during construction and reimbursement to whatever level is appropriate at completion. Mr. Linehan will provide a sample agreement for the commissioners to review.
McClure moved to acknowledge discussion and review of an agreement from Kirkham Michael. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
There were no Transfer of Appropriations.

McClure stated 01 – Back to normal grading, hauling rock and shale. Fredrick stated 02 – Business as usual after the rain.
Stinson stated 03 – Received a lot of calls after the rain. Cleaned up limbs. The Governor declared state of emergency for Grant County and others. Our prayers are with the state of Oklahoma. They are hauling shale and rock. Stinson will attend the CED legislative breakfast on Wednesday and travel to the capital.
New Business: Stinson has drawn up a Letter of Support requesting that federal money be used to repair Red Hill Road. He will ask representatives and local businesses to sign. An application has been sent, and Commissioner Stinson is currently working on that.
McClure moved to approve the construction of the letter from the Board of County Commissioners. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
At 10:20 am Stinson moved to go into recess to conduct the Grant County jail inspection. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
All commissioners conducted Grant County jail inspection. At 10:55 am commissioners entered from recess.
