MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, January 5, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, January 2, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb, Chris White with lnvex, Erika White, and Emily Franke – OSU Extension entered at 9:50am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
Conference call at 9:05am with Donnie Head (CED8) to discuss Department of Transportation Change Order form for Grant County Bridge Bundle. Total value for change order -$524,589.64. Donnie Head indicated Grant County should get this back from ODOT but no guarantees. It may take a couple of months to receive. McClure moved to approve Change Form. Fredrick seconded. Discussion with Chris White with lnvex mapping of districts. Pricing is per mile for the district. Pricing has gone up slightly due to software and maintenance. Commissioners have requested an updated quote with new contract information. Mr. White will send that to County Clerk sometime this week. Fredrick moved to approve a five year contract with an annual renewal to be reviewed and approved by ADA and BOCC. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to approve Transfer of Appropriations. Fredrick seconded. Stinson – aye; McClure
– aye; Fredrick – aye; Motion carried. Mccaleb indicated transfers were due to some county portion health insurance, retirement, and FICA withholdings were coming out of full-time salaries accounts for departments: County Clerk, General Government, Treasurer, Court Clerk, Sheriff.

Grant County Jail Inspection for 2026 scheduled for 01.20.2026.
Fair Board Elections – 2026 scheduled for: Filing period – February 9-13, 2026 and Election Day February 21, 2026 at County Barns.
McClure moved to formally accept resignation of Kaycee Evans and approve appointment of Matt Miller to Fair Board for District 1. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Fredrick moved to approve Cink Services and Stacy Electric Quote for installation of Fairgrounds sign and to use Fair Improvement Sales Tax account. BOCC also approved for Cink Services to check and replace ceiling tiles in Expo Building. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
No action at this time on No Carbon Capture Pipeline Information. County Clerk will work on Resolution for next meeting.
Fredrick moved to approve Woods County 911 Public Safety Answering Point Letter. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
McClure moved to acknowledge 2025 Annual Report District Attorney Council. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.
Emily Franke with OSU Extension presented Stakeholders Monthly Report for December, 2025. Emiiy will provide a monthly report to the BOCC for acknowledgement and any specific information will be presented.
Fredrick stated D2 – moving rock and shale, grading and cleaning out a county pick up. Normal maintenance. Experiment digging for new shale pit.
McClure stated D1 – mowing, grading, hauling rock and shale.
Stinson stated 03 – preparing for rock projects on Ellis and Grady Roads. They are filling holes on Redhill and Grady Roads with rock. Stinson will attend OPEH&W meeting this week. Business as usual. Pond Creek Post Office building should have had mold removed and other building maintenance completed the end of December and now awaiting inspection to re-open sometime in January, 2026.
New Business: County Clerk discussed notification from IRS received that penalties from Tax Period Dec. 2024 have been removed. An email has been sent inquiring about the total amount of penalties being removed. If payment has already been made, a refund should be received within 4-6 weeks.
