MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Wednesday, October 8, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Tuesday October 7, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Fredrick called the meeting to order at 9:24 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, and Keith McClure, Rachelle McCaleb, and Penny Huff. Steve Stinson entered at 9:26 am, Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.
Penny Huff said a prayer and McClure led the flag salute.
Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
Stinson moved to approve Transfer of Appropriations. McClure seconded. Fredrick- aye; Stinson – aye; McClure – aye; Motion carried.
There were no Blanket Purchase Orders.
There were no Purchase Orders or Travel Claims.
Stinson moved to approve minutes from 10.06.2025 BOCC Regular Meeting. McClure seconded. Fredrick – abstain; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve monthly appropriations. Stinson seconded. Fredrick – aye; Stinson – aye; McClure- aye; Motion carried.
Stinson moved to approve Regular Payroll for Officer1s/ Employees for September, 2025 for disbursement in October, 2025. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Statutory Travel for Elected Officials for September, 2025 for disbursement in October, 2025. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Officer’s Monthly Report for September, 2025 (County Clerk, District Attorney, Election Board, Court Clerk, County Treasurer, County Sheriff, County Assessor, Health Department)-AII Subject to Audit. Stinson seconded. Fredrick- aye; Stinson – aye; McClure- aye; Motion carried.
Stinson moved to approve Court Clerk Records Management and Preservation Monthly Report – September, 2025 – Reconciled Balance $13,805.69. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to acknowledge Jail Report- September, 2025. Stinson seconded. Fredrick- aye; Stinson – aye; McClure- aye; Motion carried.
Stinson moved to approve Monthly Mortgage Tax & Certification Fee for September, 2025 for disbursement in October, 2025 – $45.00. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Allocation of Alcoholic Beverage Tax for September, 2025 for disbursement in October, 2025- $16,319.19. Stinson seconded. Fredrick- aye; Stinson – aye; McClure- aye; Motion carried.
Stinson moved to approve Allocation of Motor Vehicle Tax for September, 2025 for disbursement in October, 2025 – $1,727.21. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
New business: Stinson discussed Buddy Carroll will be here on October 14th for the BOCC meeting to discuss FY 25-26 budget and options. Buddy confirmed we are not able to move road money to general, and he would not advise budgeting the Use Tax money.
The County Clerk advised that the State Auditor1s Office will be here on October 14th and 16th to review their FY 23-24 Audit Findings. She will meet with each officer individually beginning after the conclusion of the regularly scheduled BOCC meeting.
The County Treasurer indicated she attended the 522 Board meeting. She proposed to rescind the use of ARPA interest money ($4,267.52) to renovate the Treasurer’s vault, and instead to use this money for the 522 Board to retain Buddy Carroll ($1500), obtain their cash bonds, and supplies.
