MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a special meeting on Monday, September 2, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday August 29, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also, present was Rachelle McCaleb and Penny Huff. Jim Shephard entered at 9:22am and Adrienne Hembree entered at 9:45am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. There were no Transfer of Appropriations.

Stinson moved to approve Blanket Purchase Orders. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure moved to approve Purchase Orders and Travel Claims. Stinson seconded. Fredrick- aye; Stinson – aye; McClure – aye; Motion carried.

At 9:28am Jim Shephard discussed road sign expenditures. According to resolution, BOCC is allowed to use last year’s allocated funds on road sign expenditures. Shephard stated money is allocated monthly so there would not be any money left from last year. Commissioners will work on how much each district will need for road signs and will put in a request to ESA – Shephard.

McClure discussed changing elected officials locks on the doors. Penny Huff stated the State Auditor’s Office has indicated this could be a breach of security and we could start getting written up for this.

Terc me too many keys, and this is not secure. McClure will send an email to each office to see who would like to have their door re-keyed. Elected Official and Staff will have copies of keys and the Sheriff’s Office will have a copy as back up. Sheriff’s Office has a lock box to keep extra key in case of emergency. Stinson moved to have a purchase order for Dusty’s Lock & Key, McClure seconded.

BOCC will wait until next year to have Legal Shield Representative come out to speak with County Employees.

McClure discussed District 1 – normal maintenance, mowing, and hauling rock and shale. Stinson discussed District 3 – mowing and hauling rock and shale.

Fredrick discussed District 2 – mowing, hauling rock and grading.

New business: Correction to 08.18.2025 BOCC Minutes – Should state that BOCC for Grant County will apply for REAP Grant through NODA. We will send out bid packets for elevator modernization prior to submitting application.
