MINUTES OF BOCC MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, June 15, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, June 12, 2026, prior to 9:00 am. in accordance with Title
25, §301-314 O.S.
Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle Mccaleb as Secretary, Chris Blubaugh, Chad Smith, David Garcia, Kent Merrill, Cindy McCray, Travis Reimer, Justin Blubaugh, and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act.
Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Steve Stinson said a prayer and McClure led the flag salute.
Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
Comments from the public: Travis Reimer indicated there was confusion with 911 boundaries and if Medford was part of that. Commissioner Stinson stated that it would be covered in today’s meeting. Penny Huff also stated she had statute information regarding the 522.
No action at this time on UniFirst contract information. UniFirst will combine the district agreements into one Agreement and send to the County Clerk.

On 12/08/2025 the Board voted on the entire county to be a part of the 522 Ambulance District. Commissioner Stinson indicated he had a meeting with the City of Medford’s Manager last week and she wanted to discuss the 522 and how the City of Medford wants to preserve their volunteers. Miller EMS has provided the City of Medford the same offer as Pond Creek. They would keep their licenses and ambulances, and Miller would manage the services. It seems there are some Medford volunteers that refuse to work with Miller. Travis Reimer, with the 522 Board, indicated he wants to confirm if the City of Medford is a part of the 522 District and who will get the calls from Woods County. Reimer recommends beginning July 1, 2026 that all calls go to Miller until an agreement is reached with the City of Medford. Miller’s legal counsel has indicated if the 522 does not respond and something happens to a patient, the 522 could be liable. Penny Huff referenced Oklahoma Statute Title 63, Article 25, Section 1-2515 which discusses the Oklahoma Emergency Response Systems Development Act. Stinson discussed we are contracted with the 911 Call Center in Woods County. The BOCC indicated in the 12/8/2025 meeting that Miller gets the calls beginning July 1, 2026 and we will send documentation to Woods County for them to prepare. At 9:53 a.m. the Board listened to the recorded meeting on 12/08/2025 to confirm the minutes. McClure moved to send the minutes from the 12/08/2025 BOCC Special Meeting confirming the BOCC established the entire County as Grant County 522 Ambulance District beginning July 1, 2026. McClure stated D1 – laying ½” pipe on Major Road east of CR 1000 for wind farm project. Hauling material and grading. Commissioner McClure has received lots of compliments on the river gravel that has been laid out.
Fredrick stated D2 -trying to grade between the rain. Mowing and waiting on guys to obtain CDL.
Stinson stated D3 – waiting on it to dry up. Working on rock roads. Ordered tubes to replace on Kremlin blacktop. Business as usual. Stinson will attend CED and OPEH&W meetings this week.
New Business: City of Medford manager has invited commissioners and county department heads to participate in dunk tank at the Medford Fourth Fest.
Clerk’s office received invoice from Pond Creek Library. Invoice was $27.02 over the $500 budgeted for FY 25-26. Commissioner Stinson indicated he will let Pond Creek know they are responsible for the additional $27.02 and Clerk will also send an email.
Justin Blubaugh had a question regarding Al and data centers. Has there been anyone asking to put one in Grant County? Commissioner Stinson indicated we had an offer but they were told no thank you.
