Grant County: Commission Minutes 3-16-26

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, March 16, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, March 13, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary, Penny Huff, Derek Sinor, Mandy Sinor, Jason Jump, Chad Smith, Linda Garcia, Jim Shepherd, and Kevin Lane. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well. 

Steve Stinson said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

City of Medford Manager, Linda Garcia spoke regarding the water metering for Grant County Jail. Based on a verbal agreement put in place before the last City Manager, the City of Medford has been providing water to the Grant County Jail, at no charge, and in return Grant County has housed City prisoners, not going to District Court, free of charge, for the City of Medford. Recently the new City Manager discovered that Grant County has housed one inmate for the city in the past 5 years. She feels this agreement is no longer a win/win for both parties. It was decided to meter the Grant County Jail. Last week the City of Medford installed a meter on the jail, however they did not notify the County prior to shutting off the water. The County Clerk was notified by the Sheriff’s Department and called the City Manager, who apologized for failure to notify the County that water was going to be shut off. Commissioner Stinson understands the water is a main part of revenue for the city. There has been comments about how this looks like retaliation against the County and questions inquiring whether the county charges rent for the City’s water tower on the county’s property. Garcia indicated she cannot clear up any issues prior to her taking over, but there are no ill feelings on the City’s part. She is trying to make sure things are straight and working through things one at a time. Commissioner Fredrick asked how the city bills the residents for water and what it costs per gallon of usage. Garcia was not sure. Commissioner McClure suggested that the city provide water to the jail and those charges be offset by not charging for the City’s water tower located on the County Courthouse lawn. The city will look at the charges after one full billing cycle and the County will work on an agreement pertaining to the charges discussed. No action will be taken at this time.

Opening of Bid #2026-01 – Lease Purchase, trade in and financing of (2) new tractors – (03). McClure moved to acknowledge receipt of all bids. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick -aye; Motion carried. Item is tabled until next BOCC meeting for awarding of Bid. 

Stinson moved to approve OPEH&W Diamond Advantage Plan for Fiscal Year 2026-2027. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. Grant County will observe the health plan through the year to determine if any changes are needed prior to next Fiscal Year. 

McClure moved to approve agreement between Grant County BOCC and employee obtaining CDL. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. This agreement will be available to use if other ways to finance it are not available, such as through Work Force. 

Stinson moved to approve Letter of Support to State Representatives regarding Federal funding for the repair of Red Hill Road. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

No action taken at this time on Grant County groundskeeper for 2026-2027. County Clerk indicated that if someone was hired as a groundskeeper, they should be hired as a PT / seasonal employee. County Clerk will work on job description information. 

McClure stated D1 – Normal Road Maintenance and setting up to dig in new pit in Alfalfa County. 

Fredrick stated D2 – Using new mulcher and they have already cleaned up trees on a couple of miles. They will continue this until the trees have leafed out. They are grading and hauling rock and shale. Also, inspecting a DOT bridge at Salt Fork, south of Dolan Bridge. 

Stinson stated D3 – Hauling rock and shale. Looking at getting a road disk. Grady project has been moved to Red Hill Road. Looking into getting Federal funds to repair Red Hill Road. 

New Business: County Treasurer indicated the City of Medford has put in 2 bids. 309 N 6th and 

316 N 7th. Treasurer will advertise with the paper for three weeks and auction will be held on 4/16/2026. Treasurer’s office has collected 80% of taxes to date.
