Grant County: Commission Minutes 9-21-26

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Tuesday, September 21, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, September 18, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. 

Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well. 

Stinson said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

Amount= $176,225.24. Total Project Cost= $298,686.84.

Stinson moved to approve OPEH&W Invoices for July and August, 2026: Retroactive Rate Increase -$12,335.20. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure moved to approve the following updates to the 2026 payroll calendar:

October: 5th payroll meeting and 7th appropriations 

November: 4th payroll meeting and cancel 11.05.2026 BOCC meeting December: 3rd special payroll meeting and 7th appropriations

McClure stated 01- The District is hauling gravel, shale, mowing, and doing sign maintenance. CED meeting on Wednesday. 

Fredrick stated 02 – The District is mowing and grading. Moving shale to CR 1090, a 2 mile stretch. Once PSO is finished with their project on this road, 02 will then rock this road. 

Stinson stated 03 – The District is starting Grady Road project today, at Red Hill Road and working East. People should be aware of using different routes. They are breaking up pavement to allow for drainage. They will then shale the road in 1 mile stretches. The district has finished west on Craig Road. CED meeting on Wednesday and OPEH&W meeting on Thursday.
