Grant County: Commission Minutes 8-17-26

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, August 17, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, August 14th, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson call the meeting to order at 9:01 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. 

Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well. 

Penny Huff said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

McClure moved to approve Transfer of Appropriations. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure moved to approve Blanket Purchase Orders. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried.

McClure moved to approve Revocation of Requisitioning Officer – Samantha Grinstead – Medford Public Library. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

McClure moved to approve Designation of Requisitioning Officer – Jennifer Hodges – Medford Public Library. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick- aye; Motion carried. 

McClure moved to approve Resolution 2026-148 – Disposal: 2019 CTS Belly Dump Trailer (s/n ending: 00145)- D1. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

At 9:14 a.m. the Board moved to item f:

Fredrick moved to approve Awarding of Bid #202 6-03: Brush Truck Rebuild – Nash Fire Department. Myder Fire Support for the upfit and Bill Knight Ford for the 2027 F-550 Cab & Chassis (Statewide bid contract). McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.

At 9:18 a.m. the Board moved to item j.

McClure stated 01- Normal maintenance. Grading, mowing, and hauling material.

Fredrick stated 02 – Getting caught up on mowing. Grading and hauling rock 2 days a week and shale 2 days a week.

Stinson stated 03 – Sending graders to rock roads today. Hauling rock from the quarry. No shale hauling today. They have hired two part-time mowers that will start today. Attending CED8 meeting on Wednesday.

New Business: Resolution 2026-147 A: This is a corrected resolution, correcting the fund number. The correction was caught after Resolution 2026-147 was signed at last week’s meeting. Clerk corrected the fund number and asked the Board to come in and sign the correction. The Clerk was later notified Resolutions must be signed during a BOCC meeting and to correct the date.

Fredrick moved to approve correction – Resolution 2026-147A: Donation from Kyle Hohmann – $1,752 .40
