MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, July 27, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, July 24, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 o.s.

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also, Kerstin Orcutt as Secretary, and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

Orcutt acknowledged the agenda was properly posted in compliance with the Open Meeting Act. No Transfer of Appropriations

Fredrick moved to approve Blanket Purchase Orders. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.

Penny spoke to the board about the Financial Statement for FY 2025-2026. Huff explained each page of the pamphlet given out. Huff noted that as of June 30, 2026, in general Ledger Grant County has 14,264,461.14. Appropriation of 13 million. Cities and schools not included. County spent 10 million. Huff explains that Grant County has 41 funds and approximately 250 sub accounts & trust funds. Stinson asked about borrowing from highway funds to cover the 1.7 million . Huff stated that it would be paid back starting November 2026 when taxes start to be collected and would need to be paid back by end of FY 2026-2027 fiscal year.

Stinson stated 03 – Grading, Hauling Material, Kremlin Blacktop complete, Stinson Thanked everyone for being patience with the process. No New Business
