The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, July 20, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, July 17, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 o.s.
Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also, Kerstin Orcutt as Secretary, and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
Orcutt acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

Penny spoke to the board about the Resale Financial Statement for 2025-2026. Huff noted that paid out of $143,000.00 dollars in FY 25-26. Huff Noted that just last year they spent $40,000.00 in payroll personal departure. Huff express concerned General Ledger as of July 15 budgeting without reducing budget of having a potential hazard that the county may not have enough money for the FY 26-27. Huff noted that the county could borrow the money from Highway department and pay it back at the end of December 31st, 2026. Huff noted that she is 99 percent collected on taxes. Huff noted that county was covered in FY 24-25. McClure moved to acknowledge Penny Huff Resale Financial Statement For 25-26. Fredrick seconded. Stinson- aye; McClure- aye; Fredrick – aye; Motion carried.
McClure stated 01 – mowing, spraying, grading, and hauling material to roads. Fredrick stated 02 – mowing, grading, hauling shale to areas washed out.
Stinson stated 03 – mowing, grading, and hauling. Tubes replaced on Kremlin Blacktop Will be attending CDS Meeting.
New Business:
McClure stated the 522 Rural Ambulance District has been operating for 20 days as of today. I spoke with our 522 Contractor last night to get some stats, so as of last night before midnight, this is a brief rundown of the stats.
MEMS has made 31 responses thus far.
Combining MEMS Pond Creek and Medford facilities, the Average time from called to pulling out of their building was 1 min 20 sec.
Enroute times have been 100% compliant.
The Pond Creek City agreement response times have been 100% compliant. Averages from being dispatched to on scene are:
Pond Creek: 4 min 15 sec
Medford: 3 min
County: 15 min 36 sec (including calls to West of Manchester and Northeast of Deer Creek). Advanced life support has been dispatched to 100% of all calls.
Paramedic responded to 84% of all calls.
Calls dispatched by a Certified EMO have been 100%.
So, this is all very encouraging. We have many people behind the scenes working hard to keep our rural county safe.
Also BIG THANKS to the 522 board for their ongoing devotion and hard work. I encourage more participation in the 522 board meetings. This is our opportunity to have a voice in your county’s EMS service. I will gladly help citizens find their 522 representative or I will relay any concerns for any citizen.
