A RESOLUTION APPROVING THE COMPREHENSIVE PLAN FOR THE HARPER COUNTY, KANSAS
UNINCORPORATED AREA 2026-2046
WHEREAS:
• Kansas statute K.S.A. 12-747(a) grants the Harper County Planning Board authority to adopt a comprehensive plan for the County.
• As required by K.S.A. 12-743(b), written notification of the County’s intent to adopt a comprehensive plan which affects property located within three miles of the corporate limits of a city was provided to the governing bodies of the Cities of Anthony, Harper, Attica, Bluff City, Danville and Waldron, as well as to the governing bodies of the Cities of Argonia and Hazelton in Kansas and Manchester in Oklahoma. Notice was provided more than 20 days prior to the public hearing.
• As required by K.S.A. 12-747(b), the Planning Board held a public hearing on the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046. Public notice of the hearing was published in the official county newspaper on May 7, 2026, more than 20 days prior to the public hearing. The public hearing was held on May 28, 2026.
• On May 28, 2026, the Harper County Planning Board approved Resolution , adopting the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046.
• As required by K.S.A. 12-747(b), a certified copy of the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046, a written summary of the public hearing, and a copy of the Planning Board Resolution adopting the Plan were submitted to the Governing Body for consideration.
• A certified copy of the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046, as approved by the Harper County Board of County Commissioners on June 1, 2026, is and will be maintained on file in the County Clerk’s office.
TAKING ALL OF THESE FACTS INTO CONSIDERATION, THE BOARD OF COUNTY COMMISSIONERS OF HARPER COUNTY, KANSAS, NOW HEREBY RESOLVES:
Section 1. Plan Approval
The Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046, as adopted by the Harper County Planning Board, is approved as the official comprehensive plan for Harper County, Kansas.
Section 2. Distribution
As required by K.S.A. 12-747(c), an attested copy of the Comprehensive Plan for the Harper
Section 3. Annual Reviews
At least once a year, the Planning Board must review or reconsider the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046.
Section 4. Amendments, Extensions or Additions
The Planning Board may propose amendments, extensions or additions to the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026-2046 as they deem appropriate. As required by K.S.A. 12-747(d), any amendments, extensions, or additions must be adopted in the same manner as the original comprehensive plan.
Section 5. Effective Date
This Resolution becomes effective upon its passage and publication once in the official county newspaper.
