— NOTICE OF PUBLIC HEARING —
TO ADOPT A COMPREHENSIVE PLAN
FOR THE HARPER COUNTY, KANSAS
UNINCORPORATED AREA 2026–2046
TO ALL PEOPLE CONCERNED OR INTERESTED, NOTICE IS HEREBY GIVEN that the Harper County Planning Board will hold a public hearing on Thursday, May 28, 2026 at 6:00 pm, in the Auditorium of Chaparral Junior/Senior High School at 467 North KS-2 Highway, between Harper and Anthony. The Planning Board will hear comments on the proposed adoption of the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026–2046. This public hearing may be recessed and continued from time to time without further notice.
Harper County is authorized to make and adopt a comprehensive plan by K.S.A. 12-747. The Comprehensive Plan is a long-range guide for public and private land use, transportation, and community facilities; it is not a regulatory document.
Copies of the proposed Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026–2046 are available to be reviewed at the office of the County Clerk at the Harper County Courthouse, 201 North Jennings Avenue, Anthony, Kansas, during regular business hours, or on the County website at www.harpercountyks.gov/.
As required by K.S.A. 12-743(b), written notification of the County’s intent to adopt a comprehensive plan which affects property located within three miles of the corporate limits of a city will be provided to the governing bodies of the Cities of Anthony, Harper, Attica, Bluff City, Danville and Waldron, as well as to the governing bodies of the Cities of Argonia and Hazelton in Kansas and Manchester in Oklahoma. They will all be provided with a copy of this notice at least 20 days prior to the public hearing.
After hearing the views and wishes of the public, the Planning Board may close the hearing and consider the adoption of the Comprehensive Plan for the Harper County, Kansas Unincorporated Area 2026–2046. If adopted, the Planning Board will refer the Plan to the Harper County Board of County Commissioners for them to consider approval of the Comprehensive Plan by publication of a Resolution.
