The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, March 23, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse. Medford. OK, Friday. March 201 2026. prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:00 a.m. After roll call. a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle McCaleb as Secretary, Penny Huff, Madison Bolay, and Kevin Lane. Matt Miller entered at 9:45am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well.
Steve Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
Correction to Agenda item (a): Madison Bolay is a House District 38 Candidate.
Mr. Bolay was born and raised in rural Oklahoma in Noble County. He is a businessman and farmer. Mr. Bolay favors transparency and is aware that property taxes is a hot topic in Oklahoma right now. He understands that property taxes fund our schools and counties. He would like to see more input from the county level on the State Highway – ODOT side of things. He understands that there may be times that there are disagreements, but that we must be able to work together to move forward. Commissioner Stinson indicated that commissioners are aware there is no substitution for the ad valorem taxes and that the State may try to take highway funds away to cover the loss of property taxes. Being a rural county, these are the biggest issues we have right now. Treasurer Huff explained there is not enough sales tax to replace ad valorem. Commissioner Stinson wished Mr. Bolay luck in the upcoming election and thanked him for stopping by to introduce himself and discuss some of the issues facing Grant County.
There were no Transfer of Appropriations.

Fredrick stated D2 – had a nice retirement party for Ronald Medlock and Richard Metcalf who has retired. They are working on trailers and grading.
Stinson stated D3 – hauling rock and grading where they can. Working on Ellis Road project. Taking trees down on Grady Road, which is blocked off 1 mile east on Grady from Redhill Road. Stinson has a legislative zoom conference today and will attend CED meeting on Wednesday.
