MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, February 9, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, February 6, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

McClure called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Keith McClure, Craig Fredrick. Commissioner Stinson was absent. Also present were Rachelle McCaleb as Secretary, Penny Huff, Chuck Tolle, Stephanie Jump, Jon Perkins, Steve Zeman, Linda

·Garcia, Samantha Grinstead, Gary Bowen. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Fredrick and McClure used their signature stamps and hand signed as well.

Penny Huff said a prayer and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

County Clerk discussed information provided by the City of Medford, including updated agreements and payment processing information, was sent to the Assistant District Attorney last week. The County received word this morning that all information has been forwarded to the District Attorney for review.

Once the District Attorney provides the county with information, we will contact the city to schedule a Special Meeting if needed or add to the next Regular BOCC Meeting. Fredrick moved to take no action at this time on Med Ops Staff LLC. McClure seconded. McClure- aye; Fredrick- aye; Motion carried.

There were no Transfer of Appropriations.

Fredrick stated 02 – Hauling shale to CR 1070 getting it ready for rock. Hauling grader to Enid

(Yellowhouse) for repairs. Will be setting tubes today on CR 990 N of 11, Jackson east & west of 990, & 990 N of Jackson.

Treasurer Penny Huff discussed concerns with State Question 843 and the possibility of elimination of Ad Valorem Taxes. It is important the citizens understand the State has no viable substitution for eliminating property taxes. Eighty-five cents of every dollar is sent to our schools in Grant County. The State will increase taxes somewhere to replace these taxes. Looking to put something in the paper to make the public aware.
