PUBLIC HEARING NOTICE

COMMUNITY IMPROVEMENT APPLICATION

The City of Harper, Kansas will hold a public hearing on Monday, February 23, 2025, at 6:30 pm in the City Council Meeting Room located at 201 W Main, Harper, Kansas for the purpose of considering an application to be submitted to the Kansas Department of Commerce for Small Cities Community Development Block Grant funds under the Community Facility: Large Grant category. A specific application to be discussed will be the removal construction of a new community building to be built at approximately 118 W Main, Harper, KS. 

The specific breakdown of the improvements is as follows: Mobilization, 12,000 SF Demo of 4 existing buildings, site clearing and restoration, Shoring and repair of 2 party walls for adjacent properties, Construction of prefabricated metal building 15,000SF, 10,800SF multipurpose space, masonry for front exterior, exterior ADA entrance door/sidewalk, interior partition walls, flooring, wall/ceiling finishes, men/women restroom/locker room facilities, signage, toilet/shower/sink accessories,  concession area, mechanical area,  electrical/HVAC/plumbing installation, phone and data drops, fire alarm/security, pavement markings. All construction would comply with applicable International Building Codes, federal accessibility standards, and other governing regulations.

The estimated project cost is $4,221,369 with a grant request for $1,500,000 of the project cost.  Other project proposals introduced at the hearing will be considered.  Oral and written comments will be recorded and become a part of the Chase’s CDBG Citizen Participation Plan.
