Grant County: Commission Minutes 2-5-26

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Thursday, February 5, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, January 23, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Kerstin Orcutt as Secretary and Teleconferencing was enabled to comply with the Open Meetings Act. All Commissioners used their signature stamps and hand signed as well. 

Stinson said a prayer and McClure led the flag salute. 

Orcutt acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

Fredrick moved to approve Transfer of Appropriations. Stinson seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

McClure moved to approve minutes from 02.02.2026 BOCC Regular Meeting. Stinson seconded. Stinson -aye; McClure -aye; Fredrick-abstained: Motion carried. 

McClure moved to approve Monthly Appropriations. Fredrick seconded. Stinson -aye; McClure-aye; Fredrick-aye: Motion carried. 

Fredrick moved to approve Monthly Officers Report January 2026. McClure seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

Fredrick moved to approve Court Clerk Records Management & Preservation January 2026 $ 14,745.19. McClure seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

McClure moved to approve Regular Payroll for Officers/ Employees for January 2026 for disbursement in February 2026. Fredrick seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

Fredrick moved to approve Statutory travel for elected officials for January 2026 for disbursement in February 2026. McClure seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried 

McClure moved to approve Monthly Mortgage Tax & Certification Fee for January 2026 for disbursement in February 2026 $ 140.00. Fredrick seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

Fredrick moved to approve Allocation of Motor Vehicle Tax for January 2026 for disbursement in February 2026 $1, 768.10. McClure seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

Fredrick moved to acknowledge January 2026 Jail Report. McClure seconded. Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

McClure moved to approve Regular Payroll for Officers/ Employees for January 2026 for disbursement in February 2026. Fredrick seconded. Stinson -aye; McClure-aye; Fredrick-aye: Motion carried. 

Stinson advised no action on Item L and Item M. 

Fredrick moved to table Discuss and approve OPEH&W Special Assessment Payment and put on Monday February 9th, 2026, agenda. McClure seconded Stinson -aye; McClure -aye; Fredrick-aye: Motion carried. 

McClure stated D1 -They are working on bridge at State Line and 830 and hauling shale. Graders are back out moving. 

Fredrick stated D2-Business as usual. 

Stinson stated D3 -hauling rock and shale. Starting project on Ellis Road. Stinson noted that he went to the capital. He tried visiting with a few representatives. Stinson also noted he would be attending the CED #8 in March. 

No new business to discuss.
