MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, January 26, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, January 23, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson and Keith McClure. Commissioner Fredrick was absent. Also present were Rachelle McCaleb as Secretary and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
McClure moved to approve Transfer of Appropriations. Stinson seconded. Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Blanket Purchase Orders. Stinson seconded. Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve purchase orders and travel claims. Stinson seconded. Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve KellPro Software and Service Agreement FY25-26 – Health Department. McClure seconded. Stinson – aye; McClure – aye; Motion carried.
Stinson moved to table Med Ops Staffing LLC – purchase order #2058 and Payment Processing with City of Medford until after their Special Meeting scheduled for 01.30.2026. On the advice of our legal counsel, once there is a valid contract then we can continue paying purchase orders. McClure seconded. Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve lnvex proposal – Input of all grant County infrastructure into INVEX app. Stinson seconded. Stinson – aye; McClure – aye; Motion carried.
Stinson moved to table Grant County Jail Inspection and rescheduled for 02.09.2026. McClure seconded. Stinson – aye; McClure – aye; Motion carried.
McClure stated D1 – Cleaning up snow and ice, working on equipment and then back to regular maintenance.
Stinson stated D3 – graders were out yesterday cleaning roads in all districts. D3 graders will also be operating today, and cleaning gravel roads. Not hauling anything today.
Stinson will attend ACCO legislative committee meeting on Wednesday in OKC and will attend Zoom classes this week for continuing education.
New Business: Stinson moved to acknowledge 6 month materials bid from Dolese. Bid packet was originally sent to incorrect email address. Clerk’s office was asked to send it to correct address. Vendor information has been updated in the system for future reference. Bid will be included with Bid #13-2025.
