Grant County: Commission Minutes 1-20-26

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Tuesday, January 20, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, January 16, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson and Keith McClure. Commissioner Fredrick was absent. Also present were Rachelle McCaleb as Secretary and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson and McClure used their signature stamps and hand signed as well. 

Stinson said a prayer and McClure led the flag salute. 

Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

McClure moved to approve Transfer of Appropriations. Stinson seconded. Stinson – aye; McClure – aye; Motion carried. 

Stinson moved to approve Blanket Purchase Orders. McClure seconded. Stinson – aye; McClure – aye; Motion carried. 

McClure moved to approve purchase orders and travel claims. Stinson seconded. Stinson – aye; McClure – aye; Motion carried. Board has tabled Purchase Order #2058: Med Ops Staffing LLC – Services for Dec. 15-31 – $12,007.02 for review from ADA. Confirming BOCC role when it comes to approving purchase orders for the staffing agency with public funds.

Stinson moved to approve Resolution 2026-05 – Donation B4Ron Rapp- (2) culverts – $795.00- (D3). McClure seconded. Stinson – aye; McClure – aye; Motion carried. 

McClure moved to approve Resolution 2026-06 -Disposing of Equipment – 1981 JD 4440 Tractor (s/n ending: 5869R) – D2. Stinson seconded. Stinson – aye; McClure – aye; Motion carried. 

Stinson moved to approve Resolution 2026-07 -Grant County Firearm Policy. McClure seconded. Stinson – aye; McClure – aye; Motion carried. Resolution to also receive a vote at next Class A Officer’s Meeting. 

Stinson moved to approve Resolution 2026-08 -Donation Paula Gates Rippe – Culverts – $1056.80 –

(D3). McClure seconded. Stinson – aye; McClure- aye; Motion carried.

McClure moved to approve lnvex Mapping Agreement FY 25-26. Stinson seconded. Stinson – aye; 

McClure – aye; Motion carried. 

McClure stated 01 – Repairing bridge at State Lind Road, east of CR 830. They are doing the prep work and will replace it with steel stringers and concrete top. Working on signage, grading, and hauling rock. 

Stinson stated 03 – hauling rock and shale. They have cleared up the Okie calls for Ellis Rd project and will start those improvements this week. They are training a grading operator. Stinson will attend CEO8 meeting on Wednesday, OPEH&W Board meeting on Thursday and an Advanced Training class today 

via zoom. 

New Business: McCaleb reviewed that the back taxes for Quarter 4, 2024 that were approved for abatement equaled $874.96. That money has been applied to any other penalties/ fees that were owed. There was also $599.82 of overpayment made for tax period September, 2024 that will be applied to any outstanding penalties/ fees owed. Grant County also received notification balance due for tax period September, 2024 is $41,512.61. County Clerk has emailed to get information on a payment plan and an offer in compromise. Will update BOCC when information is received.
