Grant County: Commission Minutes 11-17-25

MINUTES OF BOCC REGULAR MEETING 

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, November 17, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, November 14, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present was Rachelle McCaleb. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well. 

Stinson said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

There were no Transfer of Appropriations. 

Stinson moved to approve Blanket Purchase Orders. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

McClure moved to approve Purchase Orders and Travel Claims. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve minutes from 11.10.2025 BOCC Regular Meeting. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

Stinson moved to Award Bid 2025-10: Purchase of Used Tractor (D3) to ASCO for 2013 New Holland Tractor for $49,000.00. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

Stinson moved to approve Resolution 2025-189A: Amended lnterlocal Cooperative Agreement – Appointing Grant County’s Representative to CED Board of Directors. Craig Fredrick to serve as Grant County’s Representative. Steve Stinson as alternate #1 and Keith McClure as alternate #2. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

McClure moved to table discussion on loaning 2009 and 2010 Ford Crown Victorias to 01 from Sheriffs Office, until a new agreement is reached with Enid Police Department. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. McClure stated 01 -Hauling rock, shale, grading, and mowing. 

Stinson stated 03 – working on project between CR 850 and CR 860 on Grant Rd. Laying 1 mile of rock and shale to improve road for school bus route. Will be starting project on Ellis Rd. Business as usual. Attending ACCO meeting on Wednesday in OKC. 

Fredrick stated 02 – working on rock projects that are 1 mile or shorter. Grading and mowing. 

New Business: Fredrick indicated 02 is working on getting NODA the requested documentation to close out REAP grant received in FY 2024-2025. They may be able to help get the paperwork completed and look at our REAP application for FY 2025-2026. Fredrick will follow up and let the Board know what he finds out.
