MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, October 20, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday October 17, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Rachelle McCaleb and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
Stinson commented on the Commissioners having district employees coming up on a rainy day to haul any items on the 4th floor to the dumpster.
McClure moved to approve Transfer of Appropriations. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure -D1 – Kiowa Road is rocked from Wakita to Hwy 81. They are hauling rock, normal grading and mowing.
Stinson – D3 – Pushing shale with rented dozer to shale pits. Projects on Ellis and Grady Roads start soon. Mowing and grading. Business as usual. Attending CDSA meeting in Enid on Tuesday.
Fredrick – D2 – 2 mowers running FT. 2 days of shale and 2 days of rock. Regular grading.
New business:
-Grant County will renew AirMed services for 2026.
-Grant County will work on Resolution to pledge 10% of elevator modernization proposal for REAP Grant Application.
-Grant County will also work on Resolution to add $45,000 of Use Tax to the 2025-2026 budget.
-Stinson moved to approve signature requested by Sheriff’s Office during meeting for grant application. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
