MINUTES OF BOCC REGULAR MEETING

Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, October 6, 2025. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, October 3, 2025 by 9:00 a.m. in accordance with Title 25, §301-314 O.S.

Stinson called the meeting to order at 9:00 a.m.

After roll call, a quorum was acknowledged. Present were Steve Stinson and Keith McClure. Also, present were Rachelle McCaleb, Penny Huff and Emily Franke. Craig Fredrick was absent. Teleconferencing was enabled to comply with the amended Open Meetings Act.

Stinson gave the prayer, and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

Grant County 4-H Members, with Tate Darling-President, presented the Proclamation Grant County 4-H, National 4-H Week.

Opening Bid 2025-09: No action taken as no bids were submitted. Mccaleb will reach out to TK Elevator verifying proposal for Elevator Modernization and if there are any changes.

McClure discussed information on PSO Wind Farm. This will be a 5 acre complex located½ mile West of the County Line on Latimer Road, South of the Rock Fall substation. Jupiter Power is building a modular structure facility for electricity. They will be setting up training sessions with local fire departments to discuss fire prevention and safety issues. Project will begin 2026 and should generate over $12 million in property tax revenue over 20 years.

McClure reported D1 has completed rock project on CR 960 -CR 970 on Kiowa. They will now work on CR 930-CR 940 on Kiowa. Once completed, Hwy 81 to Wakita will be all rock road.

Normal grading and maintenance.

Stinson reported D3 is laying rock and changing culverts. They have rented a bulldozer for Grady Road project. Normal maintenance and mowing.

New Business:

Mccaleb reported that OPEH&W has started sending out text messages to members to sign up for the yearly kit to receive $250 discount on next year’s deductible.

McClure reported he has had discussion with Chris White with INVEX regarding renewal for mapping program.

McClure also reported based on a fatality accident on CR 880 and Hwy 11, ODOT has done a traffic study as a “Dangerous Intersection”. ODOT has recommended re- stripping Highway 11 at the intersection, install “Cross Traffic Does Not Stop” signs, improved maintenance of vegetative growth and mowing, and signage 11lntersection Ahead” East and West on Hwy11.
