RESOLUTION NO. 2025-13
A RESOLUTION AUTHORIZING THE SUBMISSION OF A QUESTION TO THE QUALIFIED ELECTORS OF THE CITY OF KINGMAN, KANSAS, REGARDING WHETHER THE CITY SHOULD MOVE FORWARD WITH A PLAN TO REMODEL THE SWIMMING POOL AT RIVERSIDE PARK AND REMODEL THE BATHHOUSE, TO BE FUNDED THROUGH A COMBINATION OF AD VALOREM TAXES, SALES TAX, AND GRANTS.
WHEREAS, the City of Kingman, Kansas (“City”) currently operates a public swimming pool and bathhouse located in Riverside Park; and
WHEREAS, the governing body of the City has determined that the existing swimming pool and related facilities are in need of significant improvement to once again serve the public adequately; and
WHEREAS, the estimated cost of remodeling the swimming pool is $2,649,634, and the estimated cost of remodeling the bathhouse is an additional $500,000; and
WHEREAS, the governing body wishes to gauge public support for moving forward with this project and potential funding options, which may include the use of ad valorem property taxes, an increase in local sales tax, and/or the pursuit of federal or state grant funding; and
WHEREAS, the City desires to submit the following question to the qualified electors of the City at the general election to be held on November 4, 2025, and to coordinate with the Kingman County Election Officer for the inclusion of the question on the official ballot.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF KINGMAN, KANSAS:
Section 1. Submission of Question.
The governing body hereby authorizes and directs that the following question be submitted to the qualified electors of the City of Kingman, Kansas, at the general election to be held on Tuesday, November 4, 2025:
Should the City of Kingman move forward with a plan to remodel the swimming pool at Riverside Park at a current estimated cost of $2,750,000, plus an estimated $500,000 to remodel the bathhouse, and pay for such expenses with a combination of funding sources that could include ad valorem taxes, an increased sales tax, and grants with any sales tax increase put to voters at a later date?
The ballot shall be styled and administered in accordance with K.S.A. 25‑620, and other applicable laws.
Section 2. Coordination with County Election Officer.
The City Clerk is hereby directed to transmit a certified copy of this resolution to the Kingman County Election Officer no later than the applicable deadline to ensure timely placement of the question on the general election ballot.
The election provided for by this Resolution shall be conducted, and the votes counted and canvassed, in the manner provided by law for question submitted elections.
Section 3. Effective Date.
This Resolution shall take effect and be in full force from and after its adoption by the governing body and publication as required by law.
