MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a special meeting on Monday, July 28, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday July 18, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present was Rachelle D. McCaleb, and Penny Huff. Tim Irvin entered at 9:11 a.m. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.
There were no Transfer of Appropriations.
Stinson moved to approve Blanket Purchase Orders. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure moved to approve Invoice Settlement Agreement – OSU CTP for Excise Board Member Class completed FY 24-25 to be paid FY 25-26 – $40.00. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
Stinson moved to approve Invoice Settlement Agreement – Slater Service Call to Sheriff’s Dept. work completed FY 24-25 to be paid FY 25-26 – $980.00. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Shale Contract Agreement (D1) FY 2025-2026 – Douglas E. Seely and Ashley N. Seely. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
Commissioners have agreed for FY 2026-2027 they will increase pay to $0.30 per cubic yard.
No action taken on Slater bid for 4th floor Mini Split.
Stinson moved to approve Apprentice Annual Master Agreement Payment Information with approximately $400 less from Assessor’s Office going with company AF3 for their Email and Microsoft needs. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure discussed District 1 grading and concentrating on the NE part of District. Hauling rock to McClain and Osage. No washed out culverts.
Stinson discussed District 3 is replacing tubes, hauling shale and rock. Attending ACCO conference this week.
Fredrick discussed District 2 has finished pouring bridge slab on Johnson and should be open in the next 30 days. Installing culverts, getting roads mowed. He will also attend ACCO conference this week.
New business: McClure moved to approve Resolution 2025-160 – Canadian County Interlocal Agreement FY 25-26. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
At 9:26 a.m. Stinson moved to enter Executive Session in Jury Room. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
At 11:00 a.m. McClure moved to Re-enter Regular session with no action taken. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
