MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, May 19, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday May 16, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present was Rachelle D. Mccaleb as Secretary, Penny Huff and Tim Irvin. Jason Boyd entered at 9:10am and Donnie Head with CED8 entered at 9:50am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. No comments from the public.
Stinson moved to approve Transfer of Appropriations. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
McClure moved to approve Blanket Purchase Orders. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Sheriff Tim Irvin discussed 2024 Safe Grant. The Safe Grant was money spent by the prior administration, on the GEOSafe Program. The money was spent prior to receiving the funding from the Attorney General’s Office, which is not allowed. The money sent to Grant County was $16,500.00 and it has been requested to be returned to the Office of the Attorney General. The program is something that is beneficial to the Sheriffs Department as it tracks the officers 24/7, distributes calls, assigns calls, among other tasks. The Sheriffs department is asking the Board to assist with paying back this money as funds were spent during the previous administration and previous budget. Sheriff will find out when money is due to the Attorney General’s office and County Clerk will look at accounts available to assist.

Stinson moved to approve Resolution 2025-89 – (D1) – Declaration of Surplus – 1 Conference Chair transferred from Commissioner’s Office to D1 (Inventory ID# D102.5). McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

No action taken on Grant County 522 Ambulance Board of Trustees applications.
Stinson moved to approve updating Grant County Travel Policy and Statutory Travel informatior. for Elected Officials to reflect current monthly travel allowance. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
No action taken on ACCO-SIG Notice of Assessment for Fiscal Years 2020-2024.
McClure discussed that District 1 worked on water pump on shale pit which saved the district money on maintenance. They are mowing cemeteries. They are moving 63’ beams to bridge projects on Haskell Road and normal maintenance.
Stinson discussed D3 is working on road wash out repairs, replacement grading and hauling rock. Fredrick discussed District 2 is moving rock, shale and replacing tubing and grading.
No new business.
