MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, May 12, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday May 9, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present was Rachelle D. McCaleb as Secretary, Penny Huff and Duane Thompson. Emily Franke entered at 9:07am.

Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. No comments from the public.

Duane Thompson discussed maintenance of the courthouse lawn. He is getting the initial

maintenance done and then will have the routine upkeep. Needs include gasoline, oil, and weed eater string. Duane is to get a list of items and/or parts needed and county will pick up or order those items. Craig will take edger to get tuned up.

Emily Franke discussed issues with Fair Building. The convection ovens are not working, tiles in ceiling have fallen down, there may be a leak somewhere and drains in the bathrooms need to be checked. There is a need to have the building professionally cleaned at least twice a year. Stinson to discuss with Fair Board these issues and plan to get items checked and building cleaned. Also to review job description with Fair Board and maintaining upkeep of the building.

Stinson moved to approve to award Bid #2025-07 Medford Fire Department – Custom Brush Rig Bed/ Accessories to Emergency Fire Equipment – $86,169.30. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to acknowledge Bid #2025-04 – Pond Creek Ambulance – bid has been awarded to Miller EMS by the City of Pond Creek. McClure seconded. Fredrick – aye; Stinson – aye; McClure

McClure moved to approve Resolution 2025-85 – Woods County lnterlocal Agreement FY25-26. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve Bank of America – P-Card for April, 2025 – $2,919.59. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Mccaleb reviewed the OPEH&W presentation scheduled for 05.14.2025. Two presentations are scheduled at 2pm and 4:30pm to review with employees Free Benefits and to answer any insurance coverage questions.

Stinson moved to approve payment to IRS for payroll taxes for July 2023 and March 2024 – Total $19,658.90. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure moved to acknowledge Application for Temporary Appropriations – Medford School District FY25-26. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McClure discussed that District 1 is working on bridge defects. Drift and channel issues. Culverts on McClain Rd. Grading is getting caught up after the rain. Will haul shale to CR 880.

Stinson discussed 03 is working on tube replacement. West and South of 4 corners, working on road improvement. New house is going to be built in this area and there is a lot of washing out.

Fredrick discussed District 2 is replacing tubes where there is wash out and collapsing. Grading roads and taking steel to the new bridge project.
