Grant County: Commission Minutes 4-21-25

MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, April 21, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, April 11, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Paul Houle and Rachelle D. McCaleb as Secretary. Penny Huff arrived at 9:14 am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson and Fredrick used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

Mcçaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. No comments from the public.

Paul House with Cintas Uniform Company presented information on uniform options for district employees. Cintas has partnered with Carhartt. Some benefits include no up-front charges, more durability, no cost for emblem, no cost for replacement, no service charging and would save around

$25/ week. Service Agreement is for 3-5 years, but the contract could include a 1 year addendum that would be reviewed yearly. Commissioners will discuss with employees; Paul Houle will work on contract addendum for District Attorney to review and will follow up next week.

There were no Transfer of Appropriations.

Stinson moved to approve Bank of America – P-Card for March, 2025 – $3,448.42. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McCaleb discussed OPEH&W Health Insurance has been scheduled for presentations on May 14, 2025 at 2pm and 4:30pm in the Grant County Courtroom. Benefits and insurance coverages will be reviewed.

McCaleb discussed Catapult Health has been scheduled for the Health Fair on June 10, 2025 from 8am – 3:15pm at the District 2 Shop. Catapult will create a flyer specific to Grant County to be sent out to Employees and City of Pond Creek. We will need 25 participants. Employees will sign up for a time and Catapult will be able to send text messages as a reminder. Once the Clinic portion is complete, the employee will be sent information to schedule a virtual consult with a Catapult Nurse Practitioner. Results can be sent to PCP if requested.

McClure moved to approve Notice to Bidder #2025-07 Medford Fire Department – Custom Brush Rig Bed/ Accessories. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Mccaleb discussed Estimate of Needs have been sent out to Elected Officials for FY25-26 with a due date of June 1, 2025.

Discussion on Grant County Courthouse elevator and the need to upgrade. Possibly need to upgrade the electronics and control panels of the elevator. County could use Building Contingency funds and possibly monies collected in the Use Tax account. Huff suggested earmarking the funds if that is what was determined.

Discussion and reviewed options submitted for new logos on county vehicles. Logo should represent things Grant County is known for; it is not like a State Seal. Would like the logo to be black and white and discussed no cross on the logo. No action taken at this time as other suggestions were made.

McClure reported that District 1 is working on a quarter mile of shale on Jefferson Road to haul. They are watching out for holes since the recent rain. They had to pull an Alfalfa City Electric employee out of the ditch over the weekend.

Stinson reported that District 3 is working on a cost analysis on 1 mile road on CR 132 and Hawley. Will possibly do a chip seal on Trenton Road. They have drainage issues on Kremlin blacktop.

They are close to starting work on Grady Road.

Fredrick reported District 2 is almost finished with rock project on Osage Road. Moving to another 2 mile stretch on CR 1030. CR 1030 and Johnston Road ready for bridge construction crew. They are getting ready to start mowing.
