CDBG Home Rehabilitation Project

The City of Harper will be soliciting bids for Rehabilitation on the properties located at 515 E 7th, and 611 E 8th, as well as bids for Demolition at 215 E 11th, 607 E Main, and 201 E 11th. The CDBG Home Rehabilitation Project is a vital effort to enhance the safety and wellbeing of the Harper community. 

This project is being supported with U.S. Department of Housing and Community Development, Block Grant, Home Rehabilitation grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. Please contact, Megan Unruh, at munruh@sckedd.org for a list of required contractor certifications for this project and the official bid tour packet.

A MANDATORY Pre-bid Meeting will be held February 4th, 2026, 11:00 AM starting rehabilitation bidding at 515 E 7th, Harper, KS 67058. This bid tour is being held in partnership with the City of Anthony CDBG Bid Tour. Demolition bidding will start at 2:00 PM at 124 S Springfield, Anthony, KS, then return to Harper for completion of bidding. Please consult the contact below for a full schedule. All bidders are required to attend the Pre-Bid Meeting and sign the attendance sheet at the meeting. Bids received from bidders who have not attended the Pre-Bid Meeting and signed the attendance sheet at the meeting will be considered non-responsive.

Sealed bids for the project will be received by the City Clerk at The City of Harper, 201 W. Main St., Harper, KS 67058 until Tuesday, February 17th, 2026, 1:00PM, and then at said office publicly opened and read aloud. Any person with a disability requiring special accommodations must contact the City of Harper no later than 7 days prior to the bid opening. Digital bids are permissible through a secure Box link. Please email munruh@sckedd.org to request this accommodation. All bid documents may be examined at the City of Harper after this date.

The City of Harper hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective contractor and its subcontractors meet minimum qualifications shall be provided and submitted.

The owner reserves the right to waive any informalities or to reject any or all bids.
