MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, December 22, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, December 19, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Rachelle Mccaleb and Penny Huff. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick, and McClure used their signature stamps and hand signed as well.

Stinson said a prayer and McClure led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. Stinson moved to approve Tax Refund Appropriations. McClure seconded. Fredrick – aye; Stinson

Stinson moved to approve minutes as follows:

McClure moved to approve Resolution 2025-216: Create new account within the Donation Fund – Donation – Hwy D1 – Expenditure Account. Stinson seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve Resolution 2025-218 with correction to Emergency Management: Donation from Public Service Co. of Oklahoma – $2900 – Emergency Management. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

Stinson moved to approve all 6 month Materials Bid #13-2025 and award lowest and best bids. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.

McCaleb updated on status with IRS. Checks mailed last fiscal year have been received by the IRS and processed. The $10,000 check was towards penalties and the $5993.74 was towards 1099 Taxes for period ending 12/2021. Delay was due to being mailed to wrong address and the recent government shutdown. Our representative is scheduled to speak with the IRS advocate again on Jan. 28, 2026. We are not certain at this time if penalties are accumulating during discussions of abatement.

McClure stated D1 – normal grading. They have laid shale on Jackson and CR 770 and will be packing that road today.

Stinson stated D3 – asking for patience from the public. Several employees are gone for the holidays. They will be mowing and laying shale. They are preparing Ellis and Grady roads for projects. Merry Christmas.

Fredrick stated D2 – they are short handed for the holidays. Merry Christmas No New Business
