ORDINANCE NO. G-451
AN ORDINANCE RELATING TO AND FIXING THE SEWAGE SERVICE CHARGES TO BE PAID TO THE CITY OF HARPER FOR SEWER SERVICE, AMENDING SECTION 48-418 OF THE CODE OF THE CITY OF HARPER AND AMENDING ORDINANCE NO. G-430 OF THE CITY OF HARPER, KANSAS.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF HARPER, KANSAS:
Section 1. Section 48-418 of the City Code of the City of Harper shall be amended as follows:
Sec. 48-418. Sewage Service Charges. The sewage service charges to be paid to the city for the use of the sanitary sewage disposal system for each month or fraction thereof shall be:
1) For residential sewer services inside the city limits:
a) Each single-family residential unit used and occupied as a residence having sewer connection to the sanitary sewer system shall pay to the city the sum of $22.70 per month.
b) Each family unit in a multi-family residential unit used and occupied as a residence having a connection to the sanitary sewer system shall pay to the city the sum of $22.70 per month, except as provided in subsection C.
2) Rates for commercial and industrial users not classified as residential and all sewer service outside the city limits shall be $22.70 per month.
a) A flow charge of $3.29 per 1,000 gallons of water.
3) Recreation Vehicles (RV): Any vehicle or unit that may be independently motorized or may be mounted on or drawn by another vehicle, which is primarily designed and used for travel, camping, recreation, temporary living or occasional use. Manufactured Home Districts providing service for recreational, as defined herein shall be charged as follows:
a) Each meter servicing multiple RV’s shall receive the sewage service charge listed in subsection A-2 for every five spaces or portion thereof available to park an RV.
b) Each space made available to park an RV, regardless of occupancy will receive a $5.97 surcharge. One space shall be included in each sewer service charge, exempting it from the surcharge.
4) Extra Strength Sewer User Charge
a) Minimum Charge $22.70 per month
b) Unit of Flow $ 3.29 per 1,000 gallons
c) Unit Cost for excess BOD $ 0.54 per 1,000 gallons
d) Unit Cost for Excess TSS $ 0.54 per 1,000 gallons
5) Calculations
a) Flow Charge = Minimum Charge + (Flow Volume in 1,000 gal/month × Flow Charge)
b) BOD Charge = Flow Volume in 1,000 gal/month x unit cost for BOD × (BOD usage —BOD normal domestic 220) × .00834
c) TSS Charge = Flow Volume in 1,000 gal/month x unit cost for TSS × (TSS usage —TSS normal domestic 220) × .00834.
d) Minimum Charge + Flow Charge + BOD Charge + TSS Charge = Charge for extra strength user.
Section 2. That Section 48-418 of the City Code of the City of Harper, KS and Ordinance No. G-430 be and the same is hereby amended.
Section 3. This ordinance shall take effect and be in full force from and after its passage and publication in the official city newspaper.
