RFP#26-0002 NOTICE IS HEREBY GIVEN that Harper County is seeking sealed proposals for the lease/purchase of one (1) Excavator in HARPER COUNTY, State of Kansas. Bids may be mailed or delivered to the Harper County Clerk’s Office, 201 N Jennings, Anthony, KS, 67003 until 4:00 pm Central Time, Friday, May 15th, 2026, and then publicly opened at 8:45 a.m. at the following Board of County Commission’s meeting, May 18, 2026. All Sealed bids must be clearly marked “Excavator.” Bids must be received before the time and dates listed to be considered responsive. Any and all bids received after the deadline will be rejected, unopened. A decision will be made within 14 days of receipt of bids. Harper County reserves the right to reject any and all bids, to waive any irregularities in the bids and to make award in any manner they deem to be in the best interest of the county. Any costs must be listed in the bid proposal, including any outsourced or contracted work. Bids that include outsourced or contracted work must provide a name and description of the individuals and/or organizations being contracted. All costs must be itemized and include a detailed explanation of all fees and associated costs.
Delivery of equipment shall be within a reasonable amount of time. Service must be available locally (Wichita area). Routine service such as oil and transmission, will be done through the Harper County Repair Shop.
Lessor shall provide lessee with loaner equipment for repairs extending beyond two days.

Terms and conditions will be negotiated upon selection of the winning bidder(s) and will be subject to review by Harper County and/or its legal advisors, including but not limited to scope, costs, timeline, and anything else applicable to the project.
