MINUTES OF BOCC REGULAR MEETING 

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, April 13, 2026, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, April 10, 2026, prior to 9:00 am. in accordance with Title 25, §301-314 O.S. 

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Keith McClure, and Craig Fredrick. Also present were Rachelle Mccaleb as Secretary and Tim Irvin. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson, Fredrick and McClure used their signature stamps and hand signed as well. 

Steve Stinson said a prayer and McClure led the flag salute. 

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

There were no Transfer of Appropriations. 

McClure moved to approve Error Correction. Fredrick seconded. Stinson – aye; McClure- aye; Fredrick – aye; Motion carried.

Fredrick moved to approve Blanket Purchase Orders. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried.

Fredrick moved to approve Resolution 2026-40: Grant County Road Restriction – Restriction of thru traffic for commercial motor vehicles on Osage Road between County Road 1065 and Highway 81. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Fredrick moved to acknowledge Stakeholder’s report for March, 2026 – OSU Extension. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

Stinson moved to acknowledge negotiation information Woods County 911 systems. Alva will be joining the 911 system, and a new amount will be negotiated. Meetings will be scheduled at a later date to discuss changes. McClure seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure moved to approve f(irkham, Michael and Associates, Inc. – Agreement for Services – Grant Wind Repower Project. Fredrick seconded. Stinson – aye; McClure – aye; Fredrick – aye; Motion carried. 

McClure stated D1 – working on bridge on Haskell Road. Normal grading and hauling sand. 

Fredrick stated D2 – during the rainy days they are working on collecting chips for chip and seal projects. Servicing equipment and grading. 

Stinson stated D3 – Working on Grant Road off of Clyde – putting down oilfield rock, this should be done today. They are grading. Treese are trimmed on Grady Road. Stinson will attend CDSA and CED8 meetings this week. 

New Business: 

County Clerk discussed pricing with Gottsch Termite & Pest for spraying inside and outside the courthouse and outside the Sheriff’s department, $600 per treatment. 

Concealed Carry Class – Employees who complete the class on 04.29.2026 will then have to complete and cover any fees for the OSBI application, background check, etc. online.
