Grant County: Special Meeting Minutes 12-8-25

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a special meeting on Monday, December 8, 2025, at 11 :00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Tuesday November 25, 2025, prior to 11 :00 am. in accordance with Title 25, §301-314 O.S. 

Fredrick called the meeting to order at 11 :00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Rachelle Mccaleb, Penny Huff, Travis Reimer, Rodney Goertz, Cindy McCray, Chris Blubaugh, Art Curl, Michael Payne, Justin Bentey, Jonathan Morgan, Samantha Grinstead, Kacy Wallace, Dea Mandevill, Linda Garcia, Matt Miller, Jim Shephard, and Delane Reimer. Teleconferencing was enabled to comply with the Open Meetings Act. 

Stinson said a prayer and McClure led the flag salute. 

Mccaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

Discussion was had regarding the response area for the Grant County 522 Ambulance District. 

Grant County voted for the 522 Ambulance District. The Board of County Commissioners need to make adjustments to the response area and then the 522 Board will move forward with other decisions. Currently the response area is split, North and South. The Board of County Commissioners determine the boundary and then the 522 Board determines how the money will be split. Questions included, if both cities keep their sole source, do they keep their share of the sales tax? Yes, as long as the city has a license and is a sole source, they can keep their share of the sai8s tax. If the city ambulance services cease, their shares would be divided equally among those remaining. The goal of the 522 Board is to go out for bids, and for it to take effect July 1, 2026. The 522 passed county wide and the ambulance district should service the entire county. This is for the people and the wellness of the people. 

Stinson moved to establish the entire County as Grant County 522 Ambulance District. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried. 

With no further business to discuss at 11: 16 a.m. Stinson moved to adjourn. McClure seconded. Fredrick – aye; Stinson – aye; McClure – aye; Motion carried.
