NOTICE OF TIER II DRAFT PERMIT

A Tier II application for an air quality construction permit for a modification at an existing major facility has been filed with the Oklahoma Department of Environmental Quality (DEQ) by applicant, ONEOK Hydrocarbon, L.P., P. O. Box 871, Tulsa, OK  74102-0871.

The applicant is requesting approval for a construction permit to modify and resume operation of the Medford Natural Gas Liquids Processing Plant located near Medford in Grant County, Oklahoma.    The facility address is 2001 US Highway 81, Medford, Oklahoma 73759 located 2 miles south of Medford on State Highway 81.  The legal description is N/2 of Section 32, T27N, R5W, SE/4 of Section 29, T27N, R5W, and NW/4 of the SE/4 of Section 32, T27N, R5W.

In response to the application, DEQ has prepared a draft construction permit [Permit Number: 2013-0463-C (M-9)], which may be reviewed at the Medford Public Library, 123 S. Main St., Medford, OK  73759 or at the Air Quality Division’s main office (see address below).  The status of all permit applications is also available for review in the Air Quality Section of DEQ’s Web Page: http://www.deq.state.ok.us/

The draft permit would authorize the facility to emit the following regulated pollutants:  NOX 249.0 TPY (tons per year), CO 249.0 TPY, and VOC 249.0 TPY.  The modification does not result in a change to the maximum potential emission limits.

The public comment period ends 30 days after the date of publication of this notice.  Any person may submit written comments concerning the draft permit to the Air Quality Division contact listed below or as directed through the corresponding online notice.  Only those issues relevant to the proposed modification are open for comment.  A public meeting on the draft permit may also be requested in writing at the same address.  Note that all public meetings are to be arranged and conducted by DEQ staff.

In addition to the public comment opportunity offered under this notice, this draft permit is subject to U.S. Environmental Protection Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR § 70.8.  The requirements of the construction permit will be incorporated into the Title V operating permit through the administrative amendment process.  Therefore, no additional opportunity to provide comments or EPA review, EPA objection, and petitions to EPA will be available to the public when requirements from the construction permit are incorporated into the Title V operating permit.

If the administrator (EPA) does not object to the proposed permit, the public has 60 days following the Administrator’s 45-day review period to petition the Administrator to make such an objection as provided in 40 CFR 70.8(d) and in OAC 252:100-8-8(j).
