{"id":105515,"date":"2026-09-17T11:02:40","date_gmt":"2026-09-17T17:02:40","guid":{"rendered":"https:\/\/www.kcnonline.com\/wp\/?p=105515"},"modified":"2026-09-17T11:02:41","modified_gmt":"2026-09-17T17:02:41","slug":"harper-resolution-no-957-26","status":"publish","type":"post","link":"https:\/\/www.kcnonline.com\/wp\/2026\/09\/17\/harper-resolution-no-957-26\/","title":{"rendered":"Harper: Resolution No. 957-26"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>RESOLUTION NO. 957-26<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A RESOLUTION FINDING THAT THE STRUCTURE LOCATED ON LOTS 2, 3 AND 6, AND A TRACT BEGINNING AT THE SW CORNER OF LOT 6 THENCE E. 100\u2019 THENCE SW 114.12 THENCE N 55\u2019 TO THE POINT OF BEGINNING IN BLOCK 44 OF THE ORIGINAL ADDITION TO THE CITY OF HARPER, HARPER COUNTY, KANSAS, COMMONLY KNOWN AND REFERRED TO AS 115 W. 11TH ST. HARPER, KANSAS, IS UNSAFE OR DANGEROUS AND DIRECTING THAT THE STRUCTURE BE REPAIRED AND THE PREMISES MADE SAFE AND SECURE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHEREAS, the Enforcing Officer of the City of Harper, Kansas did on the 27th day of July, 2026, file with the governing body of said City a statement in writing that a certain structure, hereinafter described, was unsafe and dangerous; and,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHEREAS, the governing body did by Resolution No. 955-26 dated the 27th day of July, 2026, fix the time and place of a hearing at which the owner, his or her agent, and lienholders, any occupants and all other parties of interest of such structure could appear and show cause why such structure should not be condemned and ordered repaired or demolished, and provided for giving notice thereof as provided by law; and,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHEREAS, Resolution No. 955-26 was published in the official city paper on the 30th day of July, 2026, and on the 6th day of August, 2026, and a copy of said resolution was served upon all persons entitled thereto as provided by law; and,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHEREAS, on the 14th day of September, 2026, the governing body did conduct the hearing scheduled in Resolution No. 955-26 and took evidence from the following: the enforcing officer on behalf of the city; building inspector, on behalf of the city; Kenedy Marroquin, the owner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHEREAS, on this 14th day of September, 2026, the governing body did convene the hearing scheduled in Resolution No. 955-26; said hearing was then adjourned until the 23rd day of November, 2026.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF HARPER, KANSAS, THAT:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The City Clerk shall cause this Resolution to be published once in the official city paper and mail a copy to the owner, agents, lienholders, occupants, and other parties in interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adopted this 14th day of September, 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">___________________________<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kenneth Leu, Mayor<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(SEAL)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ATTEST:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">_____________________________<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tiffany M.
